Announcementfor Judge Pro Tempore

Presiding Judge David L. Mackey is pleased to announce his selection of John D. Napper as Judge Pro Tem for the vacancy created by the retirement from full-time duties of Judge Joseph C. Butner III effective December 31, 2016.

John Napper has been the Yavapai County Public Defender since May of 2014. There he directed an office of 17 attorneys and 15 staff along with approximately 20 contract lawyers. Judge Napper has also defended numerous high level felony cases in the Superior Court throughout Arizona. He is a graduate of the John Marshall Law School in Chicago Illinois and has practiced law since 2002 beginning with the public defender’s office in Coconino County, Arizona. Having a father in the Foreign Service, Judge Napper moved around his whole life, but when in the United States, he lived primarily in Annandale, Virginia. Judge Napper stated after being selected, “I am truly humbled by Judge Mackey’s decision and support. It is a great privilege to continue to serve the people of Yavapai County in this new role. I appreciate this opportunity and will do my best to uphold the honor, integrity and distinction of the Yavapai County Judiciary.”

There were 22 applicants for this position. Presiding Judge Mackey selected the successor for this position after interviewing 4 finalists identified by a Selection Committee, reviewing applicant qualifications and considering public comment. When announcing his decision, Judge Mackey stated, “John Napper has distinguished himself as an outstanding Public Defender. As Judge Napper, his compassion for people, strong work ethic and management skills will serve him and the citizens of Yavapai County well.”

Presiding Judge Mackey is requesting that the Chief Justice of the Arizona Supreme Court’s formal appointment of Judge Napper be effective January 1st, 2017 and the appointment is subject to the approval of the Yavapai County Board of Supervisors. Judge Napper will serve primarily in the Verde Valley Judicial District.

Judge Mackey also stated, “I would like to thank the Members of the Selection Committee, the Honorable Anna Young, Presiding Juvenile Court Judge and Selection Committee Chair, Sabrina Shaw, Esq., Paul Roberts, Esq., Randall Garrison, Board of Supervisor-Elect, Wendy Ross, County HR Director and C. Rolf Eckel, Court Administrator. I also would like to thank all the individuals who provided public comment to me on behalf of John Napper and the other outstanding applicants.”
